Occassionally Steam gives away free games, but it's never promoted on the main Steam site itself. Instead you have to pick up on games being 100% discounted elsewhere.

The train sim has mediocre reviews, so they might be trying to generate some interest to get some dlc sales. Gladius gets some slightly better reviews with an average in the 70% range. A Warhammer turn based stategy game is never a bad thing. Think Civilization but set in 40k. So no niceties like deplomacy.
