My work blocks next to nothing at the browsing level, they are pretty relaxed. They also don't have many limits on what can be installed on local devices.
However, I'm not minded to push it too far and explore the limits.
At my old place, the blocking was quite a lot stricter and I came up against a blocked webpages with a fair bit of frequency (I think they had 'Barracuda' blocking stuff) but no one ever came and spoke to me or (to my knowledge) my boss about it

Low-risk? Interesting reason to block a site.
My only guess is because I'm not using the site with a security certificate, so it's not behind an https url with security ID authentication. A lot more access is being clamped down because of that. I will be adding TLS/SSL soon to the site that might fix that access issue.
