It is a cool effect.

In reality it is quite an easy thing to do for any coder with access to a modern building that has a full computerised lighting system. Only thing I'm thinking is that the building would need red lights installed alongside the standard white ones in every room for it to fully work as shown in the video.

Imagine how much you could annoy those working in the building if you had remote access to the buildings computer and started to play a game at different times of the day. All of the lights in the offices flashing on and off to display the game. Lets hope no one working in there is epileptic!
