The driver placed the first call to emergency services while still inside the sinking van.

1) Are the scientific elite creating new technology to indirectly wipe out the intellectually deficient?
2) If not then should we really be allowing access to technology to idiots and put our lives in danger? (If an adult has the mind of a child they lock them up, yet they allow kids to walk free
